Health and Safety Documentation.

As a basic guideline, if more than 5 people are expected to be employed on a construction scheme site and there is a design element to the work, then there is a Regulatory requirement (under CDM regs) to provide a Health and Safety file as part of your project documentation package. This file must provide project specific health and safety information for everyone connected with the future activities at, or relating to, the site, from designers to construction workers, operators and maintainers.

A Planning Supervisor must be nominated for all designated H&S schemes. All involved parties have a responsibility under the Regulations to provide suitable data for the H&S file.

Health and Safety File Development.

We have devoloped a format for H&S files that has been widely used and accepted. It is a comprehensive document that encompasses the associated operating and maintenance documentation. While developing your Health and Safety documentation we work with all parties involved in the project, including the Planning Supervisor and sub-contractors, to obtain information on hazards pertaining to the scheme and which will have implications in the future.

A typical project Health and Safety file will include the identification of, and information for:-
  • The scheme that has been carried out.
  • Risks and hazards specific to the scheme.
  • Project specific working practices with Health and Safety implications.
  • Unusual contractor's Health and Safety procedures.
  • De-commissioning, demolition and disposal considerations.
  • Safe operation and maintenance (including emergency procedures) of plant and equipment installed under the scheme.
  • All relevant drawings.
  • Considerations for the surrounding area.
  • Soil and environmental issues. For example:-
    • Ground conditions.
    • Sources of hazards, e.g. location of asbestos, hazardous zones, buried services, etc.
    • Location of contamination e.g. arsenic, broken glass, sewage, etc.
    • High groundwater levels.
    • Preventative measures for contamination of watercourses.
    • Location of archeological remains.
    • Presence of endangered species such as badgers or great crested newts.
